企业改制对环境管理的影响

实行国有大中型企业扭亏解困,其核心是抓大放小,采取改组、联合、兼并、租赁和股份制等形式,真正建立产权明晰、权责明确、政企分开、管理科学的现代企业制度。因此企业改制会对环境管理工作带来广泛而深刻的影响,同时环境管理工作也面临许多机遇和挑战。江钻股份公司在企业改制过程中积极探索,大胆实践,创造出一条环境管理的新路子。     

石油企业在重组改制中推进HSE管理的探索

建立、实施HSE管理体系,从管理的科学性,保护职工的身心健康,保护社会的生态环境,减少事故的发生,改善企业形象,改善企业与当地政府和居民的关系,都具有重要的意义。河南石油勘探局就石油企业如何在重组改制过程中用最少的投入、最短的时间建立HSE管理体系,并就构筑HSE管理体系框架,编写体系程序文件,加快推进HSE管理进程等方面进行了探索性思考。     

The Least Harm Principle May Require that Humans Consume a Diet Containing Large Herbivores, Not a Vegan Diet

Based on his theory of animalrights, Regan concludes that humans are morallyobligated to consume a vegetarian or vegandiet. When it was pointed out to him that evena vegan diet results in the loss of manyanimals of the field, he said that while thatmay be true, we are still obligated to consumea vegetarian/vegan diet because in total itwould cause the least harm to animals (LeastHarm Principle, or LHP) as compared to currentagriculture. But is that conclusion valid? Isit possible that some other agriculturalproduction alternatives may result in leastharm to animals? An examination of thisquestion shows that the LHP may actually bebetter served using food production systemsthat include both plant-based agriculture and aforage-ruminant-based agriculture as comparedto a strict plant-based (vegan) system. Perhapswe are morally obligated to consume a dietcontaining both plants and ruminant(particularly cattle) animal products.     

我国非煤矿山安全生产的对策和建议

分析了我国非煤矿山行业面临的挑战，提出了新时期加强非煤矿山安全生产的总体思路和对策措施，强调依法综合管理，并与国际接轨。     

木糖生产废水的脱色研究

实验表明用臭氧化法进行木糖生产废水的脱色处理效果颇佳。在30分钟内就能达到90％的去除率，反应速度受pH、温度等因素影响较小。实验同时表明，臭氧氧化法对COD的去除效果不理想，需要和其它方法结合处理。     

绿色修井技术的研究与应用

为了避免在修井过程中产生的落地油、油砂、油水混合液和洗井液等对环境造成污染,辽河石油勘探局经过多年的研究与实践已研究出一整套完备的绿色环保修井技术,包括抽油杆刮油、油管泄油、密闭连续冲砂、软捞砂、快速防喷、汽化水回收等修井技术,在施工全过程中采取了预防污染的措施,将生产技术、生产过程、经营管理及产品质量与物流、能量、信息管理等有机结合起来,并优化运行方式,从而实现了最小的环境影响、最少的资源消耗、最佳的管理模式以及最优化的经济水平。并取得多项专利成果。     

开展持续清洁生产 确保环境和经济协调发展

辽阳石化分公司现有的装置排放的污染物种类多、浓度高,易对环境造成污染,因而推行清洁生产策略将为企业带来较好的效益。在2002年,该公司对污油装置、二氧化碳装置和双环装置实施了清洁生产方案。同时还通过完善各项规章制度,解决了开展清洁生产的资金和技术问题,分析了污染物产生的原因,制定了切实可行的改革方案。实施新方案后年创效益360万元以上。同时,装置的外排污水量同比减少了40.6%,污水处理费同比降低了48.5%,取得了显著的经济效益和社会效益。     

国外石油天然气开采行业清洁生产技术发展动态

对比和分析了各国或国际组织关于清洁生产含义的不同解释方法,阐述了石油天然气开采行业清洁生产的基本概念。在此基础上,按照物探、钻井、井下作业(包括试油、酸化及酸压、压裂、修井)、采油及采气生产几个工艺环节,对国际上石油天然气开采行业清洁生产最新技术进行了详细总结和分析。针对我国相关行业的清洁生产水平,提出了实用有效的技术发展对策和建议。     

Primary Productivity and the Impacts of the Exotic Weed <Emphasis Type="Italic">Eupatorium Glandulosum</Emphasis> in a Montane Grassland of Garhwal Himalaya

Summary The biomass and productivity of a montane grassland of Garhwal Himalaya were estimated with the objectives to compare these values of the dominant exotic species, Eupatorium glandulosum HBK. (Asteraceae) with other species, and to compare the sites more dominated by this species with other study sites. The effect of dominance of this species on other species was undertaken because of its continuous spread in the grasslands of the Garhwal Himalaya causing replacement of some native grasses and economically important herbaceous plants. Out of six study sites, SW₁, SW₂, and NE₁ were more dominated by Eupatorium glandulosum. Total net primary productivity (TNP) ranged from 1528.5 to 2163.4 g m⁻² yr⁻¹. Eupatorium glandulosum showed individual highest biomass on all the study sites, and the sites more dominated by this species showed higher values of primary productivity, thereby reducing the biomass and production of other species on these sites.
